Bulk Energy Storage RFP

Central Hudson Gas and Electric Corporation (“Central Hudson” or “CHGE”) is seeking bids for scheduling and dispatch rights for bulk-connected energy storage systems that will be operational by December 31, 2030.  Central Hudson is providing the following materials for this Request For Proposal (“RFP”) for prospective bidders.  The full list of RFP documents can be found in the links below. 

Please thoroughly review all requirements and provisions of Central Hudson RFP and Appendices documents posted on July 10, 2026.  Only complete offers will be accepted and evaluated. 

Interested bidders must be prequalified to be eligible to submit an offer.  The deadline for submitting bidder’s qualifications for evaluation is no later than August 7, 2026, at 5 PM EPT (Eastern Prevailing Time).  Please refer to the Central Hudson RFP, Appendix A, Appendix C7, Appendix C5, and Appendix D2 for details.  Qualified bidders will be notified of their status by August 28, 2026.  Only qualified bidders are eligible to submit offers for this Central Hudson RFP.  

Central Hudson will be conducting the RFP in a two-round approach.  The intent of which is to provide a more streamlined approach to the RFP process for all participants.  The focus of Round 1 will be more heavily weighted toward the financial aspects of the offers (e.g., project costs and credit worthiness of developer) and energy storage technology with higher-level review of information relating to the subcontractors, interconnection, site location and project schedule.  For Round 1 bidders selected by Central Hudson to participate in Round 2, Round 2 will encompass refinements to the financial aspects and energy storage technology for the projects and require more detailed information of the interconnection costs, developer subcontractor financial and project experience depth, site control and project schedule details.  

Round 1 offers from qualified bidders are due no later than September 14, 2026, at 5 PM EPT.  Round 1 bidders selected to proceed to Round 2 will be notified by November 20, 2026. 

Round 2 offers from qualified bidders are due no later than February 19, 2027, at 5 PM EPT.  Round 2 bidders selected to continue to contract negotiations will be notified by May 26, 2027. 

Please submit any questions, a bidder’s request to qualify, and a bidder’s offer proposal(s) (as qualified by round) to CHGE-Storage-RFP@cenhud.com.  Central Hudson will send a reply email to the bidder to verify receipt of bidder’s submittal within two business days after receiving the bidder’s email. 

Purpose

CHGE is administering this RFP to meet the requirements of Case 18-E-0130, In the Matter of Energy Storage Deployment Program, the Order Establishing Energy Storage Goal and Deployment Policy (“Storage Order”), the Order Directing Modifications to Energy Storage Solicitations (“Storage Order Modifications”), the Order Directing Further Modifications to Energy Storage Solicitations (“Storage Order Further Modifications”) and the Order Establishing Updated Energy Storage Goal and Deployment Policy (“Updated Energy Storage Goal Order”); combined, the “Storage Orders”.  In its decision, the New York State Public Service Commission (“Commission”) ordered all New York State electric utilities, including CHGE, to procure a total of at least 10 MW of energy storage dispatch rights Agreements for up to a 15-year period, so long as awarded Offers do not exceed a Utility-Defined Procurement Ceiling.  The Project(s) must be operational by December 31, 2030, and are eligible for New York State Energy Research and Development Authority (“NYSERDA”) Market Acceleration Bulk Incentive (“MABI”) funding.
