Principal Duties and Responsibilities:

 

1.      Develop, plan and execute human resource strategies, policies, practices and programs to achieve and maintain competitive advantage and support corporate objectives.

2.      Consults with senior management on the identification and development of high potential employees (“HPE”). Assists in the development and implementation of succession plans for all levels of the organization. Directs the organizational development initiatives of the Company. Ensures the management, strategic planning, and long-term implementation of a variety of corporate training and development services and non-technical programs to provide well-trained employees to the organization.

3.      Attract, select and develop superior employees capable of contributing and leading the organization to the highest levels of operational and strategic performance.  Oversees the employment process, including Equal Employment Opportunity efforts, recruiting, selection, placement, orientation, transfers, promotions, demotions, and termination strategies.  Oversees the maintenance of the employee records and the Human Resources Information System (HRIS computer records).

4.      Educate and inform managers and supervisors of human resource policies and procedures. Counsel management and employees on disciplinary actions and performance problems.  Identifies and analyzes employee relations issues and take appropriate action to correct problem or adopt initiatives.

5.      Directs safety initiatives and is responsible for safety performance of the Company. Responsible to maintain compliance with various government safety laws and regulations.  Benchmark against appropriate peer groups.

6.      Serves as Chair of the legal compliance and ethics committee of the Company. Reports quarterly to the Chairman of the Board and annually to the Audit Committee of the Board on the Company’s Legal Compliance Program.  Responsible for development and implementation of corporate compliance training programs.

7.      Plans and direct the labor relations with the union and the negotiation of any agreements or contracts. Establish goals and strategy for the Company-Union relationship.

8.      Recommends, develops and directs the Company’s overall compensation and benefit programs. Ensures compensation policies and practices conform to state and federal laws and regulations. Keeps informed of new trends and developments in alternative methods of compensation, benefits and changes in tax law.  Directs the administration of the performance management and assessment systems. Maintains the job evaluation system.

9.      Ensures legal compliance with various governmental laws and regulations covering all areas of human resources including but not limited to labor relations, employee relations, employment, safety, wage and hour, and workers compensation. Oversees the annual development and implementation of the Company’s Affirmative Action Plan.

10.  Oversees responses and investigations into all charges of discrimination or employment law violations. Oversees responses to all local, state, and federal government agencies relating to human resources or employee issues.

11.  Directs the preparation and disbursement of the Company’s payroll, including the preparation of payroll related tax reports.

12.  Oversees the retirement planning and initiation activities.

13.  Supervises the Rifton Recreation and Training Center maintenance and activities.  Oversees all employee recognition and recreation activities.

14.  Consults on holding company and affiliate human resource activities. Direct the review of all human resource activities related to mergers, acquisitions and divestitures.

15.  Serves as a member of the Benefits Committee.

16.  Serves as a member General Occupational Safety and Health Committee.
